Paul is making closing comments here and begins by directing them on how to collect the offering he has requested and where they’re going to send it. Paul collected money from various churches around the Mediterranean on his third journey that he returned with to Jerusalem as a relief effort for the poor Christians in need throughout the holy land. He ends up successfully completing this fundraising and brings the money with him right before his arrest and imprisonment at the end of Acts.

After the fundraiser business he goes about giving some final instructions, a blessing and a farewell.
